Coordinator notes: The Jutta Arctic (aka Forest Arctic)...looks like a newly emerged male...and you described it behavior quite accurately. I just verified another sighting from this same area, photographed on June 28. One of the lesser (unusually) observed butterflies in Colorado. Some of the reason for this is that it only flies in even-numbered years. Odd years are slow developing larvae that finish the following season. Mike
