Coordinator notes: These are very hard to ID and if it were later in the season I would say these are Woodland Skippers (Ochlodes sylvanoides). But the date you provided is the correct flight period for Rural Skippers. Thanks for mentioning the very small size, important in determining these Ochlodes genus skipper from larger skippers in other genus's-Ken Davenport
