Observation notes: This caterpillar seemed to be stuck in a cocoon of some sort. It had its head and front legs out and would crawl, then scoot the cocoon half forward to move. It also pulled its entire body into the cocoon similar to how a Tuttle would when it appeared to be scared. I saw this caterpillar on my front step on a sunny day about 75 degrees F. The cocoon looks to be made out of needles from arbor vitas trees in our yard. We also have rhododendron plants, mint, basil, and a citronella plant nearby.
