Observation notes: Seen among rocky area near Clinton Lake Dam where the lake is way past its normal perimeters, lake was straight behind it about 100 paces, woods to the northwest. Didn't move much (only rotating occasionally). Let me get very close to it for at least 5 minutes. Kept its wings up the majority of the time. Weather: 89 degrees, approx. 50% humidity, clear sunny skies.
