Observation notes: Found on sidewalk not moving. Sat it on my hand to take to sit on a flower in the sun and ~5 minutes of sitting on my hand it was able to fly off. I had not seen this kind of Hairstreak before. Note: This website flipped my photo upside down. It would have been unable to cling to me at the time I found it.
