Coordinator notes: Your suggested ID is essentially correct, as some consider the Glover’s Silkmoth to be a subspecies of the Columbia Silkmoth. At 40 degrees, this moth would have been very “cold,” and is probably trying to warm itself up in the sun in your photograph here.
