Observation notes: I am in Oakland, CA. It was 4:30pm. The weather was bit cold. I was sweeping dried leaves I went to get the green recycle bin when I noticed it on the ground struggling to fly. I took a picture and left ... 10 min later it was still there. It's legs were moving and it's wings moving like it was shivering. This is the fist time I have seen it and in it's current condition I felt really sad seeing it that state. I was not sure if he was dying due to the inability to adapt to the weather. It looked like it had four wings ... Two overlapping each other.
