Observation notes: this (what I believe is a Queen caterpillar) is on my milkweed with the Monarch caterpillars in Santa Barbara CA, which I beleive is out of its normal range. I am resubmitting this sighting, with a closer up of the caterpillar in question. The caterpillar is still in my milkweed, and I will take more pictures as it grows. Note the second set of tentacles in the front, with red at the base. This is not an earlier instar monarch.
